HI implements since July 2012 the project a �Increasing the resilience of the most vulnerable groups to natural disasters in Indonesiaa t, implemented in consortium with CARE and Plan International (AID consortium).
The project aims to support the inclusion and participation of women, children and people with disability in DRR in Indonesia. In order to address in a comprehensive and sustainable manner the vulnerability to disasters of women, children and persons with disabilities, the project promotes action strengthening inclusive DRR at community, district, province and national level. Primary focus is on supporting the capacity of sub-national actors including BPBD, Dinas PPO, Dinas Sosial and local civil society organizations. The project supports the transfer of knowledge and skills to local stakeholders, ensuring that DRR plans and their implementation are inclusive of the needs of the most vulnerable groups.
The project works with several partners and a high level of collaboration must be maintained to achieve the results of the project. The main activities of the project are implemented in the Province of Nusa Tenggara Timor and more precisely on Timor Island, in three districts (Kupang, Betun dan TTS). HI project team is based in Kupang, as well as in Betun.
Handicap International is currently looking for a position for the project, based in Kupang, NTT:

TASKS/RESPONSIBILITIES
Within the AID consortium, the DRR Project Manager is responsible to ensure the successful implementation of the inclusive DRR project in NTT province in collaboration with AID partners and HI project team.

S/he supervises activities under HI management and ensures the coordination between the three AID partners (HI, Plan and CARE). S/he has to do regular supervision visits to site offices in Soe and Betun and attend coordination meetings in Yogyakarta.

S/he is line-managing HI project team (9 staff) while coordinating the field activities of partners teams through a functional link.

S/he reports to a Strategic Steering Committee (SSC) made up of consortium membersa � national stakeholders, including HI Operational Coordinator, responsible for supervising the strategic implementation of the project and ensuring progress towards Results.
For technical issues, s/he is supported by a Technical Unit based in Kupang and composed of four advisors with the back-up of Operational Coordinators from AID partners. For financial issues, s/he is supported by a Site Administrator and accountant.
He is directly under the line management of Handicap Internationala �s National Operational Coordinator.

Main project activities: Provide training and technical support to BPBD for DRR at provincial level and in three districts (Kupang, TTS, Betun)Encourage coordination between BPBD, Dinas Sosial and Dinas PPO for better integration of Inclusive DRR approaches in Education and Social Welfare programmesSupport local CSOs advocating for the inclusion in development, and specifically DRR, of most vulnerable groups in NTTConduct trainings on inclusive DRR for local DRM practitionersAccompany and monitor local DRM practitioners and volunteer groups in 9 disaster prone villages and 9 disaster prone schools to set-up and implement DRR activitiesPromote and support the sustainability of Inclusive DRR in villages and schools through technical support, networking and advocacySupport dissemination/replication of the Inclusive DRR model at provincial and national levels.DUTY STATION: The DRR ProjectN Manager is based in Kupang, NTT with frequent travels to Kupang, TTS and Betun as well as Yogyakarta.

PERSONAL QUALIFICATIONS AND REQUIREMENTS

Essential:Master DegreeMinimum of 5 years in management of DRR activities, preferably in NTTStrong managerial and inter personnel skillsStrong planning and coordination skillsHigh capacity to work autonomouslyDemonstrated communication skills dan ability to work in a complex partnership environmentExcellent written and oral EnglishDriving licenseDesired:MA (S2) in Social Science/Management or any other discipline related to emergencyDisability related work experienceExperiences with an international organization on project management levelInitial contract will be for a period of 9 months with a possible renewal.
