The Nature Conservancy is a conservation organization working around the world to protect ecologically important lands and waters for nature and people.

Currently we are searching for a qualified candidate to fill the position of:

NATIONAL FORESTRY POLICY SENIOR MANAGER

The Nature Conservancy (TNC) has been working to support improved practices and policy in production forestry in Indonesia for more than 10 years. The National Forestry Policy Senior Manager plans, develops, implements and coordinates a comprehensive production forestry policy program for a country program to affect government policy and regulations at national level to further the Conservancya �s mission of preserving biological diversity.N Duties include regular contact with central government officials regarding matters pertaining to regulatory actions related to production forestry policies on timber legality, forest certification, and sustainable forest management. S/he serves as TNC primary contact to government agencies, business and private institutions, other conservation organizations, foundations and the academic community on forestry policy related matters.

This may include one or more of the following functions:
a N N N N N Negotiates complex and innovative solutions with government agencies and industry associations to advance policies related to timber legality, forest certification (mandatory dan voluntary), and sustainable forest management.
a N N N N N In ensuring sustainable forest management, s/he should have exposure and be able to work on various finance and funding mechanisms in the forestry sector such as Reforestation Fund (DR), Regional Incentive Mechanism (RIM), DAU/DAK Kehutanan (General/Special Allocation Fund for Forestry sector), benefit sharing mechanism (REDD Finance) and other Climate Finance initiatives, through discussion and negotiation with public finance authority (Ministry of Finance), policy and development agency (Bappenas), sectoral ministry (Ministry of Forestry) and other related ministries/agencies, as well as internal TNCa �s team in-country, regional AP and World Office.
a N N N N N Develops and implements effective partnership strategies with other stakeholders, such as Multi-stakeholder Forestry Program (MFP), The Borneo Initiatives (TBI), and others.
a N N N N N Secures on-going commitment and policy support from key regulators (esp. the Forest Concessionaires Association (APHI), Ministry of Forestry, local government) to mainstream timber legality and sustainable production forest management.
a N N N N N Supports the engagement of Indonesian policy-makers in international policy dialogue, including within ASEAN and with bilateral partners related to legality frameworks.
a N N N N N Develops TORs and oversee contracting for various consultants.



The National Forestry Policy Senior Manager reports to the Director of External Affairs and is based in Jakarta.


Requirements:
N N N N N At least 6-8 years related experience, including minimum 3 years in the functional field, or equivalent.
N N N N N Mastera �s degree may be preferred or required.
N N N N N Working knowledge of current trends in relevant policy discipline.
N N N N N Excellent communications in English and language of the countries of the Division or region.
N N N N N Understanding of and relevant experience in the culture of the country/region.
N N N N N Excellent writing skills on policy related document and reports
N N N N N Demonstrated knowledge of the functional needs and practices of the pertinent region
N N N N N Supervisory experience, including ability to set objectives and manage performance, including conflict resolution.
N N N N N Successful experience in developing, directing and managing multiple projects and implementing strategic program goals.
N N N N N Ability to use advanced computer functions including navigating the Internet.N Ability to manipulate, analyze and interpret data.
N N N N N Familiarity withN public finance and funding mechanism in relation to forest management, including but not limited to Reforestation Fund (Dana Reboisasi), General and Special Allocation Funds (DAU and DAK) for forestry sector, and preferable also understanding on the inter-governmental fiscal transfer mechanism under Indonesia fiscal decentralizationa �s context.
