Save The Children Vacancy: Program Manager Child Domestic Worker Program Jakarta

Save the Children (SC) is the leading private child-rights based organization in the world. We work in more than 120 countries including Indonesia, where we have worked continuously since 1976. As part of our programs in Indonesia, we have worked for more than ten years to reduce child participation in exploitative forms of child labor including child domestic work. We seek a Program Manager for a new Child Domestic Work program that we plan to start in Indonesia around January 2013 with funding from the US Department of Labor. The goal of this project is to reduce child domestic work by strengthening domestic work organizations in Indonesia.

The position we are looking for:

Program Manager Child Domestic Worker Program (code: PM CDW a � Jkt) a � 1 post, based in Jakarta

The Child Domestic Worker (CDW) Project Manager (PM) will be responsible for the financial management, programmatic implementation, and monitoring/evaluation of the CDW project. The PM will be the primary representative of SC in national advocacy forums project stakeholders with key stakeholders including relevant Ministries, international entities, and civil society organizations. S/he will also represent the project with local level stakeholders in program implementation areas. S/he is expected to travel regularly to the project areas (likely Bandung, Surabaya, Pontianak, Jakarta, and Makassar). S/he will produce timely and high-quality draft programmatic reports and other required documents, and coordinate the submission of project-level financial reports. S/he will supervise all project staff. The position will be based in Jakarta.

Job Responsibilities:

Core Responsibilities

1. Provide leadership in project strategy development, management, and monitoring and evaluation to ensure achievement of the projecta �s objectives in accordance with the approved project design.

2. Through regular communication and collaboration with key partners and external stakeholders, ensure detailed implementation plan is established and implemented to meet desired project results.

3. Coordinate the strengthening of project-affiliated domestic worker organizations at the national and local levels.

4. Lead the development of an advocacy strategy and the implementation of relevant advocacy activities at the national and local levels together with project-affiliated domestic worker organizations.

5. Provide effective management and supervision of the project team including two technical experts, one logistics coordinator, and approximately eight project officers based in five locations.

6. Together with the Director Programs and Save the Children US staff, coordinate donor relations and ensure the submission of all necessary reports and documents in a timely manner.

7. Ensure project financial resources are effectively and efficiently managed according to approved project budget, donor requirements and regulations, and SC financial controls. In cooperation with the Program Director/Sr. Manager Program Implementation and grants unit, conduct financial planning and request budget realignment when necessary.

8. Contribute to the overall SC program in Indonesia and globally by being an active participant in the SC Extended Senior Management Team, actively sharing program progress and lessons learned, and contributing to the development of country annual plans.

Occasional Significant Duties
Contribute occasionally to country office strategic initiatives related to child work.

Decision Making Authorities:

a Responsible for financial decisions as determined in the scheme of delegation and in consultation with the Sr. Manager Program Implementation and the Grants Unit

a Responsible for all project management and technical decisions in consultation the Program Director and Sr. Manager for Program Implementation

Specific Requirements:
Education: Mastera �s Degree or equivalent in a relevant field.

Skill and Experiences:

N A minimum 10 years work experience with non-government organizations in the areas of child labor, child protection, or related fields and at least 5 years experience in managing development programs, preferably with international NGOs.

N Proven skills to effectively build and manage a team.

N Proven track record of successful project management

N Proven ability to manage financial resources according to donor and organization regulations and reporting requirements

N Proven track record of successfully advocating for policy change

N Expertise in child labor and child protection issues

N Demonstrated ability to write high quality reports and other project documents in Bahasa and English

N Proven ability to lead a multi-cultural team

N Strong communication skills in English and Bahasa Indonesia
