PROGRAM/DEPARTMENT SUMMARY:The WASH Program Manager will lead the implementation of a proposed $7-10 million four-year water, sanitation and hygiene (WASH) program, with activities in Indonesia and Pakistan. The program will support AusAIDa �s key development objective of enhancing the health and quality of life of the poor and vulnerable by improving sustainable access to safe water, sanitation and hygiene. Sustainability will be an overarching theme cutting across all WASH activities.
GENERAL POSITION SUMMARY:The WASH Program Manager will act as overall manager for a multi-country program, with activities in Indonesia and Pakistan. S/he will serve as the primary contact with the donor and will work directly with the respective Project Managers in each country to design, implement and monitor project activities. S/he will also be the main point of contact with AusAID and coordinate with the AusAID Fund Manager, the Monitoring, Evaluation and Review Panel, the Knowledge and Learning Manager and other stakeholders. The WASH Program Manager will apply best practices in the WASH sector and will oversee the programa �s monitoring and evaluation system. His/her work will also include clear and concise reporting and communications, both internally and externally.
SPECIFIC JOB FUNCTIONS: In collaboration with country teams, initiate and manage an effective project inception phase which may include, among other activities, project kick-off calls, field surveys and assessments, preparation of a detailed implementation plan, and the organization of a project start-up workshop.Develop and manage an effective system of team communication and collaboration, including an surat elektronik [surel/email] group, regular conference calls, quarterly field visits, monthly reporting systems, etc.Provide on-going technical support to in-country project teams.Develop an effective monitoring and evaluation system that can be synchronized across both project offices. This activity will be done in collaboration with Mercy Corpsa � global and country Monitoring, Evaluation and Learning Units and the AusAID Monitoring, Evaluation and Review Panel.Create compelling print, video and web-based communications and promotional material that highlight and communicate lessons learned, beneficiary snapshots and success stories which particularly highlight the activities, approaches and impacts of the project.Work closely with AusAID and the Fund Advisory Board on program implementation, monitoring and evaluation, learning initiatives, etc.Represent Mercy Corps at government, donor, NGO and other relevant events in the field, in close coordination with the country leadership.Coordinate activities with consortium partners, local government and other implementers, as well as with other Mercy Corps programs.At project end, organize a final workshop that gathers project teams together to discuss challenges and lessons learned.In collaboration with Mercy Corps leadership, play a key role in developing a model in which Mercy Corps can develop and deliver a global project across multiple countries in remote locations while maintaining and nurturing respective country teamsa � entrepreneurial abilities while maintaining global accountability and reporting of impact.Other duties as requiredOrganizational Learning As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve - we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.

KNOWLEDGE AND EXPERIENCE:MA/S or equivalent in public health, engineering, international development, management or related field.Minimum five yearsa � experience in international relief and development with a focus on transitional environments, preferably with experience managing water, sanitation and hygiene programs.Proven project coordination and success with building and managing a team of professionals.Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.The ability to work comfortably, effectively and creatively within various cultural environments and areas of sometimes poor security is required.History of working effectively and respectfully with donors, host country government, private sector, INGO and NGO partners in complex environments.Effective verbal and written communication in English. LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:The WASH Program Manager will be based in Jakarta, Indonesia. Jakarta provides a secure living environment that is suitable for families. It offers a number of individual housing options with good utilities. This is an accompanied family post. The WASH Manager is expected to conduct regular field trips; many of these sites require an awareness of possible security threats and knowledge of changing security environments.
