Conservation International, an international non-governmental organization, is seeking to fill the Position of TERRESTRIAL MONITORING AND EVALUATION SPECIALISTto be base in Jakarta.
The Sustainable Landscapes Partnership (SLP) program will establish a replicable model of public-private partnerships that foster low carbon development opportunities, thereby helping to address global climate change and contribute to economic growth. The SLP will combine public (USAID) and private philanthropic (Walton Family Foundation) funding into an initial $20 million Facility focused on catalyzing low carbon private sector investment in specific landscapes of high conservation value in Indonesia over a five-year period. This Facility will invest in low carbon and Reduced Emissions from Deforestation and Forest Degradation (REDD ) development activities and business models that seek to reduce or eliminate deforestation and associated CO2 emissions.
This position will ensure that the methodology and approach are sufficient and practical with the time frame allocated.
N S/he will provide technical support to the team for issues of information collection and data management, and s/he will establish a database and collection system that ensures key data sets can be collected and analyzed in a practical, timely, and efficient manner. S/he will work with management and monitoring teams to verify findings and recommendations.
Key Duty/Responsibility:Review and analysis of existing SLP / IFACS MdanE instrumentsAnalyze the information garnered with a view to identifying the potential role and utilization of each instrument in the MdanE framework for the enhanced SLP Strategy/ CII Papua Terrestrial Program Strategy;Produce specific recommendations on the potential for utilization of each of the instruments within a SLP/ CII Papua Terrestrial Program monitoring and evaluation framework;Provide an analysis, including recommendations as to the relative benefits of having one or more instruments contributing to the SLP/ CII Papua Terrestrial Program monitoring and evaluation framework;Recommend what a standardized MdanE framework to monitor SLP/CII Papua Terrestrial Program implementation at the regional, national and sector levels should include;Articulate the actual MdanE framework and baseline assessment componentsDevelop performance monitoring indicators, annual milestones and end of Project targets for the SLP/CII Papua Terrestrial Program.Develop logic models and illustrate linkages between the components: inputs, processes, outputs, outcomes, and impacts.N Develop a baseline component for the assessment of the current state of regencyN (Biodiversity, livelihood, agriculture, etc.) Including standardize methodology / instruments.N Develop a training manual on the MdanE framework and train the SLP team and CII Papua Terrestrial Program team to implement it.Establish, implement, evaluate, and adjust a SLP and a CII Papua terrestrialN N N program monitoring and evaluation plan together with CII and its partners.N This should be based on the above CII/SLP Terrestrial MdanE framework, and include:Develop a plan for simultaneously tracking CI institutional indicators together with those for the USAID Program Management Plan (PMP) including a results monitoring framework and description of data sources required for reporting progress, data collection methods; approach to ensuring data quality and survey plans;Competent and confident in preparing, fielding and analyzing results (both qualitative and quantitative methods) using a range of survey instruments spanning SLP/IFACS thematic elements;Work with SLP/IFACS technical leads to ensure timely and adequate data collection on indicators on quarterly basis;Format and process data for reporting to USAID (which should include monthly or quarterly progress reporting and annual review);Schedule Timing and methodologies for external reviews, evaluations and impact assessments;Build on and support the partners and Governments of Mandailing Natal/TapSel to develop and improve their own monitoring and evaluation capacity as far as possible;Ensure that all project interventions are based on and consistent with international and national protocols/standards;Develop lessons, research and recommendations that will contribute to future SLP monitoring and evaluation and program implementation strategies;Lead and supervise the implementation of the socio-economy and natural resource database component of the Mamberamo program (IFACS);Provide technical leadership to install the new database system, develop a usera �s manual, and conduct training for the Kabupatena �s independent use of the data system;Provide technical support to assist theKabupaten in using the data system as part of its economic development decision-making. Contribute to the CI teama �s design and implementation of the Strategic Environmental Assessment component.Qualification:Advanced degree (MA or higher) in MdanE in a conservation, agribusiness or rural development field with demonstrated technical proficiency in carrying out high quality data collection, analysis with 5 yearsa � experience; orBachelora �s Degree with relevant and practical experience in MdanE linked specifically too conservation, strategic ecosystems services, management of natural capital with a track record of successful reporting against program deliverables with 8 yearsa � experience in MdanE with a preference for experience that has occurred in a range of geographic settings in Indonesia;Experience with building capacity building in technical applications of MdanE for program staff and stakeholders;Proven track record in obtaining, analyzing and reporting on project/program results for donors, and a broader audience;Proven track record in working in challenging settings to achieve successful outcomes in improving strategic environmental services and natural capital management;Ability to spend between 50-60% in SLP program locations so as to ensure progress against deliverables;Experienced with donor reporting and developing systems to capture data that can be reflected in accurate and well written reports;Excellent communication skills both in English and Bahasa Indonesia (reading, writing, oral and presentation);Ability to delivering presentations; interpreting and presenting information to suit the target audienceAbility to work with a variety of stakeholders from local and national governments to the private sector.The preferred candidate will be self-motivated, team-oriented and able to meet project deadlines often under difficult circumstances.
