USAID IUWASH Job Vacancy : Governance Specialist - East Java Regional Office Surabaya

The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month program (2011 a � 2016) funded by the United States Agency for International Development (USAID) and implemented under the leadership of DAI. IUWASH works with government, the private sector, NGOs, community groups and other stakeholders to improve access to safe water supply and sanitation in Indonesiaa �s urban areas. The overall goal of IUWASH is to assist the Government of Indonesia (GOI) in making significant progress in achieving its safe water and sanitation Millennium Development Goal (MDG) targets by expanding access to these services.

To achieve the above, assistance provided by the project is divided under three main technical components, including:Mobilizing demand for WatSan service delivery;Improving and expanding capacity for WatSan service delivery; andStrengthening policy and the financial enabling environment for improved water supply and sanitation service delivery. IUWASH will apply different approaches and interventions with its local partners, such as local Water utilities, local and national government institutions, NGOs and communities to address water, sanitation and hygiene. To achieve these objectives IUWASH need high caliber incumbent to fill the positions of *Governance Specialist* for *East Java Regional Office * based in Surabaya (*GS-EJ*)

RESPONSIBILITIES:
Primarily focus to identify opportunities for new policies (or upgrade existing ones) in field of water supply and sanitation and support Local Government in developing/adopting these.

*QUALIFICATION*Possess a university degree; majoring in Public Administration, Economics, Urban Planning or Environmental Engineering.Easy engage with Government OfficersAt least 5 years of experience working with any service providersHands on experience with urban water supply and sanitation infrastructure programs, preferably including experience in strengthening of PDAM and local Government to increase access to water and sanitation.Experience in facilitating participative development planning and budgeting of relevant local government departments/structure and local DPRD.Able to work independently in limited supervision/facility in his/her designated areasStrong team player with a range of people, excellent interpersonal skills, with experience in facilitation, training and organizing work.Computer literacy and good reporting skill, preferably in English*APPLICATION SEND *
