BACKGROUND
UN Women is the UN agency dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide. UN Women supports UN Member states as they set global standards for achieving gender equality, and works with government and civil society to design laws, policies, programs and services needed to implement these standards. UN Womena �s mandate provides support to catalytic and innovative activities that promote gender equality, womena �s empowerment and human rights. With this mandate, UN Womena �s comparative advantage lies in its ability to mobilize women directly and build their capacities, thereby leveraging voices in strategic spaces of decision-making and policy advocacy. UN Women played a key role in passing Security Council Resolution 1325. Building on its work in Africa throughout the 1990s, UN Women now works in over 30 countries worldwide to respond to armed conflict.
Indonesia is one of the worlda �s largest multi-etahun ic societies, with a population of around 230 million and with more than 1,000 etahun ic categories. For more than a decade, Indonesia has had a reputation for being afflicted by serious etahun ic and other forms of communal conflict. Some of these affected conflict and post-conflict areas in Indonesia today include Kalimantan, Maluku, Papua, Poso (central Sulawesi) and Aceh.N The recognition of womena �s leadership and participation in negotiating peace and continued efforts in peace building is crucial to strengthening good governance in Indonesia. As an essential component of a robust peace process, women must be included and the gender dimensions recognized. For any process to be democratic and fair and thus contribute to sustainable peace it must include and support women and men alike. Peace building and post-conflict reconstruction processes must include womena �s voices to address the root causes of conflict and transform institutions, structures and relationships within post-conflict society.
While it is evident that women in Indonesia play a variety of important roles in conflict resolution and peace building at grassroots level, they have often been excluded from formal peace processes and higher level decision-making. Formal peace processes have only included a handful of women in conflict affected areas in Indonesia. In Aceh for instance, during the final round of Helsinki process and agreement, only one woman was involved;while in Poso (Malino I), only two women pastors from the Christian community and one Muslim woman participated in the peace negotiation process. In Maluku (Malino II) one woman pastor and two Catholic women were chosen as representatives for the Christian community with no representation of women from the Muslim community. The few women who were present at the peace talks were unable to raise issues that were of concern to women as the issues and concerns of gender equality and womena �s empowerment are often subsumed under the broader agenda.
Understanding the importance of role of the State to ensure womena �s rights are protected and womena �s voice are heard in all stages of peace building processes, UN Women and the Government of NorwayN entered a mutual partnership to support the process of development of National Action Plan on Women Peace and Security. The development process that is presently undertaking by the Government of Indonesia will also ensure meaningful engagement of civil society in the process and in the initial stage of its implementation.

JUSTIFICATION
UN Women signed a cost-sharing agreement with the Norwegian Ministry of Foreign Affairs in November 2011 to implement a project entitled, a �Development of the Indonesian National Action Plan on Women Peace and Securitya �. The projecta �s main goal is to strengthen the peace building process and post-conflict governance in Indonesia support gender equality. The project has two objectives: to increase the commitment to implement the National Action Plan on Women Peace and Security; and to implement the NAP on Women Peace and Security in the project sites of Aceh and Papua. To achieve these goals, the project framework and activities have been developed against each objective. The framework has been translated into outcomes, outputs and detailed activities. Overall, the activity in the framework includes, but is not limited to: advocacy, building knowledge and awareness, capacity building, and research activities.

In 2012, activities focused on developing the National Action Plan on Women Peace and Security include providing technical assistance to the Ministry of Womena �s Empowerment and Child Protection, consulting with the gender expert, consultation meetings with key line ministries, developing NAPa �s indicators, conducting public hearings at the provincial level, and hosting inter-ministerial consultation meetings.
The advocacy process focused on building greater awareness of womena �s role in conflict negotiation and peace building processes, strengthening the capacity of various stakeholders within government and CSOs and, importantly, building a strong constituency and ownership of the National Action Plan to ensure accountability in its implementation.
As stipulated in the project framework, UN Women plans to conduct a mid-term review on the projecta �s implementation, which will evaluate all project components. This is a way to assess programme results, review strategies and provide forward-looking recommendations that aim to improve project effectiveness. UN Women is therefore seeking a National Consultant who will conduct a mid-term review of the project.
SCOPE OF WORK AND SPECIFIC TASKS

Purpose The general objective of this consultancy is to review the achievements and progress of the implementation of project on development of the Indonesian National Action Plan on Women Peace and Security and,to provide strategic recommendations for the remaining period of the project.N

The specific tasks of the Consultant shall include, but not be limited to, the following: Review the progress and achievements accomplished during the first eighteen months of the project;Review the timeline of activities and reflect on the activities against projectoutcomes;Identify project challenges and potential challenges (including substantive challenges, management, implementation modalities, and project operations);To draw preliminary best practices for possible adoption, scaling up, and replication of approach/practices/model learned from the project implementation.Provideaset of strategic recommendations on improving and or strengthening the results of the remaining project goals.CONTRACT SUPERVISION AND TRAVEL
REQUIREMENTS
The Consultant will carry out the tasks under the overall supervision and guidance of the Officer-In-Charge of UN Women, Indonesia,in close coordination and consultation with the National Project Officer for Women, Peace and Security.
The Consultant shall be expected to produce outputs equivalent to an average of 23 days.N The Consultant may also be required to travel within the country; all expenses related to official travel shall be borne by UN Women.N

FINAL OUTPUTS/OR
