SUMMARY OF THE CONSULTANCY:

Background:
Indonesiaa �s health system performance is challenged by a changing environment. Ongoing demographic and epidemiological transitions are likely to increase demand and result in more costly and more diverse health care. Additional pressure will come from emerging diseases and epidemics such as HIV/AIDS, H5N1 (Avian Influenza) and H1N1 (Swine Influenza). The implementation of Law Nomor 40/2004 on Universal Health Insurance Coverage (UHIC) will further increase demand and utilization.

Inequities in health outcomes between geographic areas are very large and constitute a major problem for the health sector in overall. Papua is the province with the lowest health outcomes and has many bottlenecks in health system.

Special autonomy law for Papua Province (Law No 21/2001, Article 36 Paragraph 2) gives mandates to local government that at least 30% of the Papua provincial government revenues from natural resources is allocated for education expenses and 15% of it for health
care costs.

Health sectors in Papua also got financial support from DAK (special allocation fund) as well as some social protection funds from central government such as Jampersal and Jamkesmas.

For APBD 2013, provincial government issues Governor Decree No 5/2012 that regulates acquisition of special autonomy funds for the provincial government, N N N 28 districts and 1 city.N N The allocation scheme isN N 30% N N for education, 15% for the health sector and the remaining 55% for other public services that translated by some affirmative health support and affirmative social protection in health such as Jamkespa.

To improve the acceleration of health outcomes, it is important that the regulatory framework on health system and health system design is strengthened, to sustain best practices and remove bottlenecks.
Major Duties dan Responsibilities:
Under the supervision of Child Survival and Development Specialist and in coordination with the Social Policy Monitoring and Evaluation Specialist, the consultant on Health Regulation will:In consultation with UNICEF team, identify important issues to be regulated as PERDA (Perdasi or Perdasus)Provide advocacy to parliament for specific issues on health and nutrition (including HIV AIDS and other issues) that should be regulated under PERDA (Perdasi or Perdasus).Provide technical assistance to parliament on developing and improving academic documents to support development of PERDA (Perdasi and Perdasus) on health.Provide technical assistance to parliament and related stakeholders on development of grand design of health sector.Provide technical assistance to parliament to develop and improve PERDA (Perdasi or Perdasus).N Provide input and feedback on other policy documents such as RPJMD or special autonomy grand design.PROFILE OF THE IDEAL CONSULTANT:Mastera �s degree on N public health or social science N including gender and N development studies, public policy, public administration, evaluation or social research with at least 3 years of working experience in evaluation and/or social research, or Bachelorsa � degree related on N health or social science, including gender and N development studies, public policy, public administration, evaluation or social research with at least 7 years of working experience in policy or regulation development;Strong knowledge on multilevel of health system and health sectors issues;Familiarity with governments regulations and policies on special autonomy and experience to develop regulation and Policy Document;Experience in conducting active participatory learning and developing monitoring and evaluation systemExperience in working with the UN and multi-stakeholders: governments, NGOs, the UN/multilateral/ bilateral institutions and donor entities;N Outstanding interpersonal skills, teamwork, and competency to operate in a multi-cultural and diverse environment;N Excellent in Bahasa Indonesia and EnglishFamiliarity with the Papua preferred;N Must be available to stay in Papua throughout the contract duration.
