By mid-2013 most of our international programs will be delivered through a merged operation with 14 000 staff, managed through seven regional hubs and reporting to a relatively small, central office. Currently Save the Children has an immediate need for experienced staff to be part of our team and will be based in Jakarta.

The position we are looking for:

HUMAN RESOURCES MANAGER (code: HRM Jkt) a � based in Jakarta
The Manager of HR in his/her capacity is responsible for Human Resource administration and the direction, supervision, capacity-building and evaluation of staff, in both emergency and development settings. As a member of the Senior Management team, the HR manager is expected to contribute in the overall responsibility for the direction and coordination of the Country Office.

Job Responsibilities:
Core ResponsibilitiesLeadership of the Indonesia Country Office.Support the development of an organizational culture that reflects our dual mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and excellent customer service for our Members and donors.Help design and implement a coherent organizational structure that is consistent with agency practices and appropriate to program needs.Help establish, maintain, and improve active and regular working relationships with: host government authorities, partner agencies including humanitarian and development donors, and local and international NGOs.Ensure Indonesia Country Office complies with all Save the Children Management Operating Standards and Standard Operating Procedures.Ensure that all required support is provided promptly, at scale and in line with the rules and principles during emergencies, working closely with the Regional Office.Strategic Human Resources PlanningDesign and manage staffing strategies to ensure that the organization acquires and retains a qualified workforce capable of meeting organizational challenges in both development and emergency contexts.Work closely with the program departments to ensure that adequate HR inputs are provided and incorporated during development and implementation of all projects/programs.Lead long range people forecasting dan HR planning for the organization.Institute and manage an appropriate performance management and succession planning system to ensure that the organization has a ready supply of staff with the requisite skills and competencies.Ensure appropriate and adequate emergency HR procedures are detailed in the Country Office Emergency Preparedness Plan in order to enable rapid scale up.Facilitate the HR aspects (such as deployment mechanisms) of the Country's Emergency Response Team.Human Resources ManagementManage or complete all tasks related to day-to-day HR management.Develop and maintain appropriate job descriptions that reflect Save the Childrena �s dual mandate, and ensure they are evaluated according to SCI Job Evaluation Guidelines.Ensure hiring practices are fair, equitable and consistent and comply with local regulations, and SCI Recruitment Principles.Prepare terms and conditions of employment and issue all employment and consultancy contracts for Country Director's approval in compliance with Indonesia labor laws (when required) and any other relevant member guidelines.Ensure design and management of competitive and appropriate compensation and benefit policies for all employees, including short term and/or contract employees in emergencies.Conduct compensation reviews, compute cost of living allowance, formulate and implement employee benefit schemes and insurance packages and review periodically to bring in best practices.Ensure that the compensation and benefit policies are cost effective, competitive, equitable and implemented effectively.Maintain updated information on staff salaries, allowances and income-tax calculations and ensuring compliance with current laws and regulations in close collaboration with the Director Finance and other SMT members.Maintain appropriate personnel files and HR documentation.Provide the required level of HR support to all sub offices.Ensure all staff members are inducted to Indonesia Country Office policies and procedures, including the Performance Management process.Facilitate and ensure that performance reviews and the annual appraisal process are conducted regularly by supervisors; ensure training and advice is available to all managers on the use of performance management.Design development tools for improving employeesa � efficiency and skills on the basis of individual development action plan.Provide direct HR management services as required under Indonesian labor law.Help facilitate integration of the Emergency Response Team into CO operations.Design and ensure induction for all new Save the Children staff and support line managers to carry out induction sessions.Ensure outgoing staff go through a proper exit interview in order to gain feedback and insights on Save the Childrena �s program, organizational processes and systems.Participate in and contribute to the promotion and development of Regional and Global HR network.Human Resources PolicyDevelop, implement, and communicate personnel policies and procedures in accordance with the organizationa �s goals, statutory requirements, and SCI's human resources policies.Prepare medical contingency plans and policies for staff Ensure that HR policies reflect a workplace free of discrimination and incorporate gender and diversity values of Save the Children.Ensure all HR policies and guideline comply with Indonesia Law and well updated.Employee Relations and DevelopmentManage the overall Employee Relations for the organization.Ensure compliance with government labor policies and legal requirements for employer-employee relations, and monitor Government policy initiatives in this area.Establish and maintain good relations with appropriate Government officers.Ensure that staff and Save the Children Associates are aware of and adhere to the Child Safeguarding Policies.Oversee and support development of staff and teams who aspire to become members of the Global Roster.Where possible apply the emergency core, technical and leadership competencies in the identification of new staff and the development of existing staff.Ensure good teamwork within all sub offices and the Country Office, including within emergency responses.Provide assistance and guidance to senior management staff to identify trends in employee relations issues and work with them to rectify issues.Work closely with SMT and other management staff to manage and coordinate grievance management and disciplinary proceedings involving any staff member and recommend appropriate action to resolve disputes.Advise Country Director on appropriate actions for prevention and response to any legal issue arising out of Save the Childrena �s work or employment, coordinate actions with legal counsel.Provide guidance to Program functions in finalizing plans for capacity building of staff and formulating the annual training calendar, such as performance management workshops, orientation programs etc.Work with other Save the Children partners to explore opportunities for cross visits, temporary duty assignments and learning opportunities.Provide support to Program plans and assessments for capacity building of partners, including partners' HR planning, skills assessments and HR policies.Staff Management, Mentorship, and Development a � Human ResourcesEnsure appropriate staffing within HR.Ensure that all staff understand and are able to perform their role in an emergency.Manage HR team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly.Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff.Incorporate staff development strategies and Performance Management Systems into team building process. Establish result based system and follow up.Manage the performance of all staff in the Human Resources work area through;Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;Coaching, mentoring and other developmental opportunities;Recognition and rewards for outstanding performance;Documentation of performance that is less than satisfactory, with appropriate performance improvements/ work plans.QUALIFICATIONS AND EXPERIENCEMinimum three years of management experience in a corporate or an NGO environment, including experience in the development and implementation of strategic and operational HR plans through a number of planning cycles.Recommended a minimum of 3 years of management experience in a corporate or an NGO environment, including experience in the development and implementation of strategic and operational HR plans through a number of planning cycles.Minimum Bachelor degree, preferably advance degree in human resources, management or other related fields.Ability to plan and organize a substantial workload that includes complex, diverse tasks and responsibilities in both development and emergency contexts with demonstrated ability to make difficult decisions.Demonstrated credibility with colleagues and stakeholders at all levels of an organization.Excellent oral and written communication skills in English.Leadership skills, including the ability to supervise, delegate, coach and mentor both individuals and teams.Ability to coach, mentor, delegate appropriately and provide developmental guidance to supervised staff.Team building skills.Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.A commitment to the mission, vision and values of Save the Children.Updated CV and application letter should be sent to Recruitment.Indonesia--at--savethechildren.orgN
