*Background*
PolGov is research unit of Department of Politics and Government, Faculty of Social and Political Sciences, Universitas Gadjah Mada. The center has been playing vital role in allowing the Department to serve as a nationwide reference on political studies at both undergraduate and post-graduate studies in Indonesia, and conducting advocacy and consultancy on Indonesian politics and government affairs. PolGov main concern are on 4 issues: 621governance and ; 622local politics and regional autonomy; 623human rights and democracy; and 624political parties, elections, and parliament.
The Revenue Watch Institute (RWI) is a non-profit policy institute that promotes the effective, transparent and accountable management of oil, gas and mineral resources for the public good. Through capacity building, technical assistance, and research and advocacy, we help countries realize the development benefits of their natural resource wealth. Recognizing the importance of sustainable capacity development, RWI works with local educational institutions around the world to develop regional training hubs for civil society, parliamentarians and media.
The first hub was established in 2009 in Accra, hosted by the Ghana Institute of Management and Administration (GIMPA), to serve as a resource for civil society activists, members of parliament, journalists and local government officials. The Latin America Hub was successfully launched in 2010, hosted by Pontifical Catholic University of Peru in Lima, and a Eurasia Hub was established at Khazar University (KU) in Azerbaijan in the fall of 2010.
Under grant from USAID/Indonesia for IKAT-US Project: A South East Asia Partnership for Better Governance in Extractive Industries, starting 2013, Polgov UGM will host a knowledge hub that will serve the Asia Pacific region. The Asia Pacific Hub will provide training to develop capacities of civil society actors from across the Asia Pacific region, and to equip EI networks with necessary knowledge and skills for effective advocacy. To ensure the hub runs well, we are looking for a *full-time hub manager* to be based in Yogyakarta to spearhead the establishment of the Hub and deliver program activities.
*Task and Responsibilities*Linking the hub (POLGOV) to RWI and also to the network members [partners, CSOs, experts, across the region]Delivering Hub program activities, including:Coordinating a pool of regional experts (Intensive communication with the experts, Facilitate and coordinate the regional experts and those experts within RWIa �s network for Hub activities as needed)Coordinating the preparation of coursework and training materials and modules (Working with the Project Coordinator to facilitate compilation and consolidation of existing frameworks of EI governance advocacy, research reports and other knowledge and information of EI policy process from Asia Pacific countries for desk study, Coordinating with Project Coordinator to arrange the two-day workshop in Yogyakarta for the experts from the region and from Revenue Watch, Overseing and facilitating Skype teleconferences among regional experts for discussing and sharing progress of module writing, Coordinating with Project Coordinator to arrange the training, Coordinating Preparation and Implementation of Training Activities, Manage application process for the Hub training course, Manage logistics and evaluations of trainings, Ensure successful delivery of trainingsCoordinating the post-training activities (coaching and e-learning activities for the training participants, provided by the POLGOV team of mentors, including (Consolidation meeting through teleconference among alumnae of the training, The writing process of policy brief and policy papers by the chosen partcipants in collaboration with experts, Support CSO partners to facilitate dissemination of those policy brief and policy paper, Management of Hub team and coordinating daily routines activities)Planning, controlling and monitoring (especially time and cost) every detail of activitiesRegular communication with RWI and other funding partners for managing activitiesPreparing meetingsWriting regular narrative and financial program reports and delivering annual work planOverseeing the finance and administrative officer*Eligibilities*Candidate must possess at least Master degree from relevant studies, from either economics, public policy, political science, law or geological engineeringOver 3 years-experience in extractive industries or governance reform advocacy, or CSO capacity development, with background either in civil society or academiaPrevious project management experienceFluent in English both oral and written,Good communication and interpersonal skill.Applicants should apply in writing by submitting their:CV,Names of 2 professional references, andCover letter explaining their interest and qualifications to fulfill the role.Applications must be sent to: polgov.ugm--at--gmail.com, polgov.ugm--at--ugm.ac.id *by April 5, 2013*.
