Evaluation of Enhanced Cooperation with Key Agencies and Manager Study, Australia Awards Scholarships, Indonesia
Background
The Australia Awards bring together two existing scholarship program a � AusAIDa �s Development Awards andthe Endeavour Awards. These awards aim to help developing countries to reduce poverty and achieve sustainable development by fostering capacity and leadership skills so that alumni returning from study at universities in Australia can contribute to development in their home country. Equally importantly, over time, this initiative will help Australia build strong and enduring links with a new generation of international leaders of the 21st century.
The Objectives of the program are: to equip individuals with knowledge, attitude, and skill to contribute to their organisationa �s priorities; to strengthen organisations that are key to implementing the AIPCPS 2008 a � 2013; and to develop people-to-people links between Indonesians and between Indonesians and Australians.

Since the beginning of IAAS Phase IIIB, the program has incorporated pilot enhancements and innovations to enhance its engagement with Government of Indonesia (GoI) and key agencies (KAs).N Key agencies are those which the program has particularly strong cooperation and a significant number of scholarship recipients.N The intent is also to position the program more strategically with AusAID sectoral capacity building programs, and promote the utilisation of scholarship alumni to contribute to workforce development, and their organisationsa � ability to improve service delivery.

A key pilot initiative introduced in Phase IIIB is the Enhanced Engagement Strategy.N The evaluation of this strategy is key aspect of the consultancy.
The evaluation of the Enhanced Engagement Strategy will comprise:A separate assessment and report on the Short CoursesA separate assessment and report on the Split Site MastersAn overall evaluation and report on the Enhanced Engagement Strategy.N This evaluation will draw on and incorporate the results of the two studies, and also additionally consult documentation and key stakeholders to make an overall assessment of the StrategyIAAS is also conducting a specific study, called a a �cluster studya � which will focus on identifying and assessing the perspectives of managers of ADS alumni in a sample of key agencies.N The Manager Study will assess the N perspective of supervisors in the Key Agencies and the challenges experienced in reintegrating alumni so that they are able to applying their skills/knowledge in the their work contexts. This study will also contribute to decision making about the best design and also management approaches in further phases of IAAS. The consultant will produce a separate report on the Manager Study.

Objectives of the Evaluation and Study
IAAS Phase IIIB will finalise in January 2014.N All components including the enhanced engagement pilot program also has the same end date.N The evaluation of the Enhanced Engagement Strategy will provide IAAS management with information about the degree to which this pilot program has enhanced the capacity of targeted organization.N Assessment will occur of the implementation of the program; the resources and constraints experienced by the program; the achievement of the pilot program; the recommendation for future strategic direction of this program.N

Data Collection and time frame
The evaluation and study will be a combination of individual interviews, Focus Group Discussions, and documents review. Target groups include but are not limited to: participants along with their direct supervisors and peers in targeted organizations, agency management staffs, AAS staff members involved in the program activities and the representatives from AusAID.

The following is the timeframe to conduct evaluation activities and a study:
Manager Cluster study (Aprila �13)
Short Course Evaluation (Julya �13)
Split Site Program Review (Julya �13)
Overall Evaluation (Nova �13)

Reporting
The consultant will present all findings and draft reports to the IAAS office.N IAAS management, staff and AusAID representatives will provide their feedback. After the draft report is agreed upon, the consultant will follow up and generate a full report.

Competencies and qualification
The consultant should have theN post graduateN degree and extensive experience on the following:conducting research and evaluationgenerating a sound research report in Englishdeep knowledge of program planning, monitoring and evaluationwork with national institutions/ministries in IndonesiaKnowledge of cross cutting themes such as: gender, disability and aid effectiveness principles.After potential candidates are shortlisted and undergo phone interview, potential consultant are required to present a methodology and work plan based on the TOR. Once the methodology and work plan are approved by the IAAS office the consultant will commence activities.
