Background:
The vision of an ASEAN Economic Community (AEC) is to transform ASEAN into a single market and production base that is highly competitive and fully integrated into the global community by 2015. The economic integration goals will include, among others, the elimination of tariffs, free movement of skilled labour, a streamlined customs clearance procedure, and enhanced infrastructure development.N
The Government of Australia supports ASEAN in the implementation of its economic integration policies and priorities in line with the AEC Blueprint through the ASEAN-Australia Development Cooperation Program (AADCP) Phase II.
AADCP II is continually working on improving the quality of its activities and ensuring accountability. This is done through rigorous implementation of MdanE, guided by the programa �s Performance Assessment Framework. The program also continues to strengthen its communication with its stakeholders as part of the effort to further improve access to AADCP II resources and results.
The MdanE Officer will participate in the above effort with support from an external MdanE Specialist, short-term consultants, the AusAID Program Director and the Program Planning and Monitoring Support Unit as well as relevant officials within the ASEAN Secretariat (ASEC).
It is important to note the Partnership Approach that is being employed under this programme. The MdanE Officer will need to ensure that the Partnership Approach is fully integrated into all MdanE processes.
Broadly, the MdanE Officer will:Provide general support to the delivery of the MdanE system includinginput into project design, collection, analysis and communication of information (as required by the Performance Assessment Framework), management of confidentiality of information, and processing of routine information so that it can be readily integrated into summary MdanE reports.In coordination with AADCP II Senior Programme Officers, provide technical support to ASEC project proponents (act as a a �help deska t) to build and enhance their MdanE skills as appropriate.Provide support to ASEC more generally in developing an evaluative culture which may include assisting proponents at the design stage for focus areas under the program, project development and project evaluation activities.Support the development of communication products.N Support the external MdanE Specialist in the preparation, conduct and analysis of data generated from the Annual Performance Reviews and other MdanE initiatives.The MdanE Officer is a member of the AADCP II Program Planning and Monitoring Support Unitand will report to the AADCP II Programme Coordinator and an ASEAN Secretariat counterpart.
Duties and Responsibilities:
SpecificN Provide direct support to ASEC project proponents to enable them to provide credible information on the achievements and lessons from their activities.N This will include:assisting proponents at the design stage in the development of focus areas to be included in the program;providing input and advice on project proposals;providing technical support on how to complete progress and/or completion reports; andcommunicating key MdanE concepts required to deliver an acceptable level of quality of reports. This may involve formal orientation and training sessions and follow-up with the provision of an MdanE a �help deska t function.Collect and analyze information according to the M dan E implementation plan and as required by the Performance Assessment Framework.Capture lessons learned at various levels across the program (synthesised from MdanE activities such as project evaluations, case studies, annual reviews etc) and ensure that these are appropriately documented, analysed and utilised to improve the efficiency and effectiveness of project management.Develop communication products (including web page, newsletter, factsheet etc.) to communicate MdanE results to a wider range of stakeholdersProvide technical and logistical support to the external MdanE Specialist in the preparation, conduct and analysis of data generated from the Annual Performance Reviews (including iteration of the program Performance Assessment Framework)and other MdanE initiatives.Where appropriate, hand over relevant aspects of the system to ASEC officers over the life of the programme. Requirements:
QualificationsMastera �s degree in an area relevant to programme management or Monitoring and Evaluation.N Exposure to key evaluation concepts via a professional development training course would be desirable. Exposure to adult earning methods and mentoring concepts would also be advantageous. Experience
EssentialAt least 5 years experience working with monitoring and evaluation systems for aid funded programmes in a development institution or government setting. This need not be a lead position, but participating in project design and the collection, analysis, and communication of information.Demonstrable experience in breaking down and communicating complex concepts to a range of stakeholders in multi-cultural settings;Demonstrable experience responding to and communicating evaluation or research findings;A high level of capacity in written and spoken English and in report writing, with experience conducting training or presentations and developing communication products in English.Demonstrable experience employing adult learning methods effectively, especially on-the-job training and mentoring;Demonstrable experience in the storage and management of information;DesirableDemonstrated experience in the delivery of development projects. This is required to ensure that the MdanE Officer is sensitive to the difficulties of implementing development projects in complex settings;Experience in analysing primary and secondary data would be an advantage.Experience with web based content management systems.Remuneration:
A salary package will be negotiated commensurable with experience.N Upon completion of the probationary period, the candidate will be confirmed for a two-year contract, inclusive of the
six-month probationary period, in the first instance.
