KINERJA Project, a local governance program funded by USAID focusing on providing service delivery in the areas education, health and economic services is currently looking for Education Specialist according to the scope of work below.

General Description of Position
The Education Specialist will serve as main Indonesian resource to ensure effective implementation of education service improvement approaches of the Kinerja project in the province of Aceh, West Kalimantan, South Sulawesi and East Java. Under supervision of the Public Service Delivery Advisor s/he will oversee the implementation of the combined (technical and governance related) KINERJA education packages particularly School Based Management (SBM), Proportional Teacher Distribution (PTD), Education Budget and School Unit Operational Cost Analysis (BOSP) including Minimum Service Standards (MPS) as cross cutting factor through KINERJA IO and manage the replication of KINERJA education packages.
Duties and Responsibilities
Provide technical assistances and quality assurance to district level stakeholders and IOs implementing the Kinerja education packages in particular districts.Asses IO's monthly reports and monitor the implementation and provide guidance to field teams and Kinerja IO on improving the implementation.Develop a step by step approach for interested Kinerja local governments to consolidate and scale up the education packages and coordinate its implementation.Finalize the Kinerja Education Replication Packages.Provide mentoring and TOT and technical assistances to STTAs assisting the district level stakeholders and IOs.Conduct training needs assessment of Kinerja Education IO and cooperate with Capacity Development Task Force to strengthen their capacity so that they can replicate Kinerja Packages.Assess interest of Provincial SKPD Education and build on this.Develop working guidelines and operational steps on how to establish Provincial Forums and Clinics and put them into practice in all four provinces.Support the Province to establish agenda for Provincial clinic / for meetings and facilitate bi-monthly meetings of all SKPD Education on Provincial level.Support the Province and Kinerja IO in the inter-provincial replication of Kinerja Education Packages through allocation of technical and monitoring support.Support and work with the provincial team on replication work-plansIdentify possible good practice in education management area, e.g. : Schools implemented good SBM approach, Public Private Partnership, Community Participation, PTD, BOSP, and other innovations and support the Province to organize a Provincial Education Summit.Coordinate with other related education projects/ development partners in national, provinces and districts, and find possibility for collaboration in related and complimentary activities.Establish linkages to Education Ministry and regularly discuss Kinerja experiences with the National Education Ministry.Contribute to Kinerja quarterly and annual reporting.Prepare a summary concept paper on achievements made and challenges faced in replicating Kinerja Education Packages.Conduct other tasks as provided by supervisor based on need. Qualifications requiredA Bachelor's degree with minimum of 15 years' experience or a Magister degree with 10 years' experience in a relevant field.A minimum of 10 years' experience working with local governments related to education services and performance management.
