Currently, ACF Indonesia Mission is seeking a qualified candidate for the position ofN WASH Coordinator, to be based in KUPANG/NTT.

Initial Contract duration : 6 months (with possibility of extension)

Reporting to : Country Director

Starting date : March 2013

Educational / Professional Background: Master of Engineering or equivalent in a field related to Water, Sanitation and Hygiene, or training/course specific to WASH in humanitarian contextsSanitationknowledge in particular on the CLTS methodology (STBM for Indonesia)Experience of water facilities construction/Rehabilitation (wells, spring catchment, GFS)Strong understand and knowledge on community developmentRequired Competences dan Skills :Applied skills on Water, Sanitation and Hygiene projects management (public health, engineering)Interpersonal skills (team management, communication, reporting, autonomy, pedagogy, planning and organizational skills)Mission Objective:
To ensure the quality of ACFa �s programming for Water, Sanitation dan Hygiene in Indonesia

Objectives:

1. Strategy dan Programme DevelopmentDefines ACF WaSH strategy and contributes to integrated approaches in Indonesia in conjunction with the Country Director and other technical staffs;Ensures a watch of humanitarian issues in Indonesia related to the WASH sector, and proposes updates of the operational strategy according to needs, including emergency response;Designs interventions for WaSH and (with other technical staff) integrated programming;Is responsible for coherent needs assessments, feasibility studies, project strategy and proposal writing, making sure it is in line with the national dan WASH Cluster policies;Monitors donor opportunities for WaSH funding in Indonesia according to ACFa �s strategy; 2. Programme Oversight dan Technical Backstopping
The Head of WASH
Department directly supervises the Deputy Program Manager who is the focal point for the management of on-going programmes. Masters perfectly his project (s) and related stakes, logical framework and indicators (LFA). Has got printed copies of all projectsN N contractual documents and ensures that his team is aware of themDevelops technical guidelines for the implementation of his project(s) with the support of the Deputy program manager.N Develops developing programme planning (e.g. implementation planning, Procurement plans, visibility plan, MdanE plan, partnership MoUs, sub-contracts and technical specifications) and monitoring the implementation of such plans through the programme;Supervises the implementation of projecta �s activities using ACF tools (APR, budget follow-upa )Contributes to and promotes the monthly budget follow-up.Implements Donors and ACF visibility on the working sites of his project (s)N Responsible for the implementation in the working sites of the safety measures/rules for both ACF teams (including daily hired) and the populations/publicImplements transparency and accountability measures vis-A -vis the project beneficiaries, by making them participate throughout the project cycle.N Undertakes field visits to programme teams to ensure high standards in implementation in line with ACFa �s strategy and policy documents, respecting national dan Cluster standards;Provides technical support to programme and logistics departments on WASH issues, overseeing high value contracting and procurement for WaSH programming;Reviews all internal and external reports produced covering WaSH issues in the department as well as monthly reporting to the Country Director. Ensures coherent, high quality and timely donor reporting.Continually refines ACF WaSH approaches, technical responses and keeps up to date with developing technologies. 3. Team Management, Capacity Building, Staff DevelopmentThe Head of WASH Department is accountable for the actions of ACF in WASH in Indonesia. He directly manages the Deputy program manager, and in his/her absence, directly manages the Programme teams.To launch the recruitment of the programme staffs and their induction into programmes; validate key positions and major changes in the programme team set-up;N Liaises with HR staff to ensure WaSH team staffs are exposed to training and developments in the WaSH sector;Organises and supervises training workshops and exchange/exposure visits for ACF programmes and other organisations. N 4. Monitoring, Capitalisation dan Departmental LearningIn 2012 supports the ram pump officer in the finalization of a capitalisation document on ram pump.Facilitates external and internal evaluations/reviews of ACF Indonesia WaSH programmes and capitalisation and dissemination to departments and to HQ.Strengthens ACFa �s experience, understanding and knowledge of various topics related to WASH, such as: ram pump technology, sanitation approaches as the CLTS methodology, water management dan design, drinking water use patterns (collection, social, cultural, religious and gender implications), school-based hygiene education, capacity building dan community mobilisation, etc. 5. CoordinationExternal Coordination. Responsible for the coordination with other institutional or humanitarian stakeholders at national level (Bupati of the Kupang and TTS district, the Pokja AMPL of the 2 districts and of the provincial level, WaSH cluster in Jakarta) and ensuring ACF WaSH profile maintains at a high level in IndonesiaInternal Coordination. Responsible for internal coordination and representation of the WaSH department (e.g. weekly coordination meetings at Kupang level and monthly at Jakarta level)Disaster Risk Management dan Integration.N Monitors flooding, drought, earthquake risks and Acute Watery Diarrhoea outbreaksTo support the Emergency Preparedness and Response Manager to work on an integrated contingency Plan for all the bases and area of intervention.Promotes mainstreaming of DRM and integration of the programmes with the other sectors of expertise of ACF (Food Security dan Livelihoods, Nutrition, Care Practices). 6. Advocacy, Partnership Development dan Research dan DevelopmentTo work with the ram pump officer on the definition of a research and development action plan to develop the ram pump device;N Defining, advising, coordinating and constantly disseminating advocacy and lessons learnt/research/piloting activities of ACF;Identifying potential WaSH programme partnerships, coordinating the partnerships and ensuring a �win-wina � outcomes;Participation on behalf of ACF in sector working groups dan task forces.Other requirements :
INGO/Humanitarian experiences, ability to work in team, good interpersonal communication and skills, able to work and spend time in the project sites
