Background
Eastern Indonesia faces many complex development challenges. The issues of alignment and harmonization are particularly important given the regiona �s immense cultural diversity, its remoteness and the fact that the population is spread over a very large geographical area, making it difficult for development stakeholders, particularly donors to establish a significant presence and maintain the necessary contacts that would allow harmonization of programs and take local conditions into account.

There are many valuable lessons to be learned from local governments, civil society, and donors working together in eastern Indonesia to increase development effectiveness. Facilitating exchange of smart practices, experience, and lessons learned among development stakeholders can support development actors to work more effectively.

The Eastern Indonesia Knowledge Exchange (BaKTI) encourages knowledge-based sustainable development through the exchange of experience, smart practices, information, documents and data in eastern Indonesia.

BaKTIa �s knowledge exchange platforms include a monthly, bilingual newsletter (BaKTINews), online knowledge exchange, SMS broadcast system, website, contact databases, publications, and regular discussions and dialogues on development issues in the region.
BaKTIa �s goal is a �improved development in eastern Indonesiaa �, and it aims
to support development actors to achieve this broad goal through a focus
on four specific objectives:Supporting development actors to collaborate and harmonize development initiativesEncouraging development actors to learn from one another and share knowledge to improve the quality of development programProviding media and building mechanisms so development actors are able to deliver and provide input to the development agendaBaKTI is seeking a Web System / IT Officer with the following tasks and duties:To be responsible for the maintenance of the hardware and system required for the knowledge portal (Batukar.info) and public and staff internet access, by ensuring that both are updated and can be accessed using the relevant technology when needed. This includes:Ensuring BaKTI websites (bakti.org / batukar.info) and mailing lists are accessible to external stakeholders.Produce BaKTINews on CD and other multimedia products related to BaKTI events as requiredMaintain, promote and manage BaKTI database (library catalog, contact database, query logging, project database) and internal knowledge management systems (open source software).To ensure that the facilities such as internet, surat elektronik [surel/email], calendar and others which support productivity can be used appropriately by BaKTI staff and that staff are trained appropriately.To be responsible for managing and maintaining all information and communication technology of BaKTI, including data security and related equipment procurement.To provide IT equipment maintenance and basic troubleshooting for staff computers and public data access terminals.To ensure the BaKTI SMS broadcast system is integrated with existing systems and is accessible by BaKTI stakeholders.To coordinate and work together with the Web Content Officer to ensure knowledge dissemination is regular and up-to-dateOther duties as can be reasonably requested by Communications Manager.Deliverables

These include:Equipment/system maintenance and troubleshooting log (updated weekly)Inventory of BaKTI technological equipment (updated biannually)Reporting against website-related monitoring and evaluation indicators (as required by Monev Officer)New staff induction sessions for equipment and system usageBaKTINews on CD (per annum)Other multimedia products as requested by unit managers (on demand)BaKTI websites (bakti.org/ batukar.info) are always accessible and updated (daily)Internal knowledge management system accessible and managed properly (daily)Information and technology infrastructure of BaKTI functions well (daily)SMS broadcast system functions well (weekly)Requirements

S1 qualification in Computer Science (Ilmu Komputer) and 2-3 years of experience managing IT systems.

Location, Duration and Reporting
The position is based in Makassar, Indonesia. The assignment will be until 31 December 2013. The opportunity for extension depends on performance. The IT Officer will be managed and supervised by the Communications Unit Manager.
