The Partnership for Governance Reform in Indonesia is a multi-stakeholder association dedicated to support Indonesian initiatives aiming at supporting governance reform agenda. The Partnership works closely with national and international community to initiate, advocate, and promote sustainable governance reform in Indonesia.
The Partnership brings together the Indonesian Government, Legislature, Judiciary, Civil Society, and the Corporate Sector with the support of the International Community in initiating aN long-term process to improve governance in Indonesia in a durable way which expresses Indonesian ownership.

Local Public Service Specialist for Kabupaten Bondowoso
Summary of Responsibilities :
The Local Public Service Specialist (LPSS) is a member of a provincial team for KINERJA, under direct supervision of the Provincial Coordinator (PC),under the overall supervision of the Deputy Chief of Party (DCOP) and reporting to Kemitraan. The LPSS works together with other members of the KINERJA Team and Implementing Partners to facilitate provision of technical assistance to district counterparts.
The LPSS will coordinate the KINERJA Program implementation for the incentives, innovation, and replication activities including monitoring and evaluation in order to achieve the best performance of USAID Intermediate Results.
The LPSS will oversee Kinerja interactions in the district and coordinate with key district stakeholders (government and non
government stakeholders). LPSS will facilitate the provision of technical assistance to Kinerja counterparts for the improvement of public services delivery in the sectors of health, education and business enabling environment. The LPSS will assist in the monitoring of the Implementing Partner performance under KINERJA as well as the Memorandum of Understanding with the target local government where he/she is working.
This position is required to maintain close coordination with the PC, the Implementing Partners, and the District Working Group. Current core duties and assignment are reflected in the a �Required Responsibilitiesa t section below though specific assignments are expected to change from time to time, as required to anticipate possible changes in program implementation.

The specific duties and
activities of the Local Public Service Specialist are to be implemented under the direct supervision of the Provincial Coordinator and overall supervision of the Deputy Chief of Party and reporting to Kemitraan.
The duties include:Function as the coordinator of KINERJA activities implemented in the district where he/she is assigned.Maintain good working relationships with the executive, legislative and all other stakeholders connected to the local government. Support the establishment of a district working group for Kinerja.Provide assistance in preparing the annual work plan based on the district priorities and needs relevant to the KINERJA menu.Encourage the districts to improve the priority public service including the strategy for its sustainability supported by the available resources and policy in the districts.Coordinate the services of KINERJA with other USAID project field teams and other related projects working with the local government where he/she is working.Monitor the execution of the Memorandum of Understanding with the local government where he/she is working.Monitor the implementation of services being provided to the local government by Implementing Partners.Provide input for materials to be published as best/good practices or innovations and other related topics of interest to the Provincial Coordinator.Attend all coordination and planning meetings called by the PC.Coordinate Kinerja Monitoring dan Evaluation activities at the district level, including (a) the collection of data information from Implementing Partners and local government, and (b) regular reporting of information on project activities.Prepare periodic progress reports and submission to the PC and Partnership as requested.Carry out other related duties as assigned by the PC.Desired skills :Minimum five years performing similar duties;Able to work under tight deadlines;High degree of adaptability to varied working environments and good interpersonal and teamwork skills;Experience in working with local governments as well as non-government organizations and civil society organizations;Extensive knowledge and working experience on public service delivery preferably in one or more of the three Kinerja sectors of health, education and business environment includingN civil society empowerment;Experience implementing a USAID project or other donor projects in Indonesia with similar duties or scope of work;Good command of English and Indonesian;A minimum ofN Bachelor (S-1) degree;Good computer skills, including internet and e-mail.Please visit our website //kemitraan.or.id/main/publication_detail/21/44/1028for more details of the position.
