The Agency for Technical Cooperation and Development (ACTED) is a French non-profit organization working in over 30 countries worldwide to provide emergency response, early recovery, and development assistance to communities in need. ACTEDa �s interventions seek to cover multiple aspects of humanitarian and development crises through a multidisciplinary approach that is both global and local, and adapted to each context.

ACTED aims to guarantee the sustainability of relief interventions carried out during crises by remaining in the field after the emergency to engage in long-term support to communities in food security, health, education, economic assistance, microfinance, advocacy, and cultural promotion. ACTEDa �s actions are needs based and identified in a participatory manner with communities in the areas where we are present. ACTED has been active in Indonesia since April 2005, assisting those affected by the tsunami and Nias earthquake and is now working to support livelihoods, community-based disaster risk reduction, and child protection in North Sumatra, Nusa Tenggara Timur (NTT), and elsewhere.

Currently ACTED open vacancy for qualified and experienced staffN to be part of our project a �Youth, Journalist, and Civil Society Capacity-Building Project (YJCS-CBP) in Medan, North Sumatera.a t ACTED in partnership with Indonesian NGO, Kajian Informasi, Pendidikan serta Penerbitan Sumatera (KIPPAS) will implement a project to strengthen the capacity of youth, journalists, and civil society organizations to effectively exercise democratic rights and ensure genuine democratic electionsN in Medan, North Sumatera. The project intervention will work to achieve projecta �s goal 1) Improving youth, especially students understanding of their democratic rights and how to exercise them, and they engage in political dialogue, 2) Increasing journalistsa � knowledge of election regulations, demonstrate commitment to ethics, and practice civic journalism, 3) IncreasingN the organizational and election monitoring capacity ofN CSOs. ACTEDN is recruiting a Youth Outreach Officer to be based in Medan, North Sumatera to responsibleN forN proper implementation of Youth Outreach project component of ACTEDa �s Youth, Journalist, and Civil Society Capacity-Building project in Medan. This component includesN N the improvement of youth, especially students from universities and senior high school, understanding of their democratic rights, increasing their awareness through media campaigns and events such as election simulation exercise and strengthening engagement and dialogue between civil society and political actors in relation to 2014 elections. Youth Outreach Officer
RESPONSIBILITIES AND TASKS:

1.N N N Project implementation :Contribute to the development of the Project Management Framework (PMF), work plans, and strategies to implement activities as outlined in the project proposal, including establishment and implementing the training and events;Providing overall leadership for the output of Youth Outreach activitiesDesign training tools and Terms of Reference for external resource persons contributing to Design and produce youth voter handbook to university students and comic book to senior high students,N facilitate ToT of democratic rights, election regulations and procedures, and voting practice, and to develop public awareness activities;In coordination with technical consultant and University and school administrator develop training forN student groups in democratic rights, election regulations and procedures, and voting practice;In coordination with technical consultant produce and distribute youth voter handbook to university students and comic book to senior high studentsN In coordination with education institution develop and organizing school quiz contest on the election process and democratic rights.In coordination with students groups developing and organizing public awareness activity with gender sensitivity. In coordination with University, school administrator and students groups to develop and organizing University/high school election simulation exercises;In coordination with political actors, election commission (KPU), and schools official to organize campus forum;In coordination with campus media at universities and senior high school to produce School media (newspaper, radio) activities to promote election participationLiaise with the partner (KIPPAS) to ensure each of the project activities or events attended by journalist and report its activities or events in mass media if possible.N N Utilize the PMF or other tracking tools to provide regular (monthly at minimum) reports on progress towards and tracking of projects business outreach outputs and indicators;Develop strategies and solutions to problems and difficulties that arise during project implementation, in collaboration with the Area Coordinator;Work with the Assessment, Monitoring, and Evaluation Unit (AMEU) Officer to ensure timely monitoring and evaluation of capacity-building activities according to contractual and other indicators; make adjustments to implementation strategies when necessary based on feedback from AMEU;N Participate in weekly project area meetings, monthly coordination meetings with partners, and other meetings as necessary;Submit monthly reports to the Project Manager on project implementation related to Result 1 and related activities;Ensure that project activities are implemented in a gender-sensitive and participative manner;Work with HR, Administration and Logistics Officer to ensure that training, events and other activities are implemented smoothly with the necessary materials and procurement;Document success stories, lessons learned, and best practices during project implementation; contribute to project communications and visibility activities including newsletter articles, Flash News and inputs to quarterly and other donor reporting.2.N N N Finance and BudgetingIn collaboration with ACTED Finance Department with the approval of the Project Manager, manage the budget;Provide weekly and monthly forecasts on budgetary and cash needs for Youth Outreach activities, trainings and events, needs to Finance and Logistics staff;Ensure that Youth Outreach activities budget is spent according to forecasts in line with the budget;Ensure Youth Outreach budget and activities are implemented in compliance with ACTED and donor financial regulations and standards;3.N N N External relationsLiaise and develop Coordination with technical consultants, relevant local government agencies (e.g. education Affairs,Election Comission (KPU), Election Monitoring Comission (Panwaslu), etc), University and school administrator to ensure that appropriate technical support is provided for project implementation;Facilitate participation of 30 universities and school in the project;Coordinate closely with project partner KIPPAS staff to ensure coherence and coordination of activities under other Results;Represent ACTED in technical meetings held by external institutions which relate to Youth Outreach;N Facilitate sharing of information, lessons learned, and experiences with government authorities and other local and international NGOs working in the area;Qualification:Education: Minimum Bachelor degree in social science, law, or related fieldMinimum two years experience in similar position or related professional experience at a similar capacity.Good computer skills, especially proficient in using Microsoft office such as Excel, Word, and Power point are mandatory.Has youth organizational experiencesHaving good network with universities and school in Medan and Experiences developed networking with another organization, school, universities;N Interested in youth issuesHave experiences in the areas of training curriculum development, training and mentoring implementation, positive deviance and other behavior change methodologies. Strong in community/institutional mapping and situational analytical skillKnowledge and experience in community development, especially youth organizational capacity building, working with district government to provide organizational capacity development in particular to youth organization knowledge and experience preferred;Excellent communication skills for advocacy, training, and facilitation;Transparency and accountability to strengthen the role of civil society;Good understanding of- and strong affinity with civil society, in particular with non-governmental organizations;Excellent report writing skills;Ability to provide leadership as well as work as a member of a teamwork;Fluent spoken and written Indonesian andN English competencies is preferable;Personal Qualities:Flexible and adaptable, willing to learn new skills and conform to new systems and situations;Honest, responsible, self-motivated and able to take initiative under minimum supervision;Dedicated to efficiency and effectiveness;N Able to prioritize, meet deadlines, and achieve results through collaboration;Strong communication and interpersonal skills, patience, enthusiasm, strong team work;Ability to work well under pressure, multitasking and meet deadlines;N Ability to work as part of a team in a cross cultural environment;
