A. Background
United Cities and Local Governments Asia Pacific (UCLG ASPAC) is one of the eight Regional Sections of the United Cities and Local Governments (UCLG) and based in Jakarta, Indonesia. UCLG is the largest local government organization in the world and the officially recognized voice of Local Government by the United Nations. The Asia and Pacific region is the biggest of the eight sections in UCLG with linkages to more than 7.000 local governments. It represents well over 3.76 billion people a �more than half of the world population- and incorporates economically fast developing countries such as China, India and Indonesia.
UCLG ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities and their associations, and facilitates programs, networks and partnerships to develop the capacity of local governments and the associations.
Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies. It also promotes inclusive societies which safeguard equality, social and economic justice, and sustainable community development.
UCLG ASPAC is engaged in all relevant thematic fields for nurturing sustainable development comprising poverty alleviation, climate change, decentralization, local finance and MDGs.
In the past, UCLG ASPAC implemented the EC supported project Delgosea by focusing on the systematic transfer of best practice in thematic areas related to local development incl. governance issues. Through this N initiative N and in synergy with another EC financed project on decentralization, N a regional agenda has been identified for initiating a policy dialogue with strategic regional actors, in particular ASEAN. Furthermore, UCLG ASPAC has recently established a Standing Committee for Democratic Local Governance N with representatives of Local Government Associations in South East Asia as core members which shall engage in a structured dialogue with ASEAN on relevant development topics related to local governance.
UCLG ASPAC is accepting expression of interests from qualified Research and Policy Officer N candidates. The Officer will be placed at the UCLG ASPAC regional office in Jakarta and provides support to the ongoing advocacy work N ensuring high quality, accuracy and consistency of work. The Officer reports directly to the Secretary General of UCLG ASPAC.
B. Responsibilities
The Officer N will be responsible for the following:Supporting the development of N an advocacy component for the work of the respective Standing Committee within UCLG ASPACSupporting the development of a work mechanism with strategic regional organizations, in particular ASEANN Conducting research mapping and analysis of relevant N policies, programs and actors on local governance in South East AsiaComposing discussion papers on essential N local governance issuesCarrying out continuous monitoring on implementation and emergence of new policiesDrafting monitoring reports on a regular N basis and summarizing N the research workPreparing policy briefs summarizing and translating the research data into practical information for network membersDeveloping an outline and agenda for regular meetings of the Standing Committee and regional events which involves N network members, ASEAN and other representatives involved in LGSupporting the organization of seminars, workshops and internal meetingsLiaison and development of relationships with international and regional organizations as well as strategic stakeholdersN Perform other duties when viewed necessaryC. N Special requirements of the assignmentMastera �s or equivalent N degree in public administration, international relations, economics, political science or related fieldAt least three years of professional experience in regional or international cooperation related to governance, decentralization, local economic development, N MDGs, etc.Sound background in carrying out analytical work and research as well as monitoringProfound N knowledge of local governance, Local Government Associations and relevant policies of international or regional organizations (e.g. ASEAN, ADB, EU) N in South East AsiaSufficient experience in preparing presentations for international eventsStrong written and oral communication skills (Indonesia, English)Ability to develop liaison with senior representatives from partner organizations and stakeholders and work co-operativelyAbility to work under pressure and to deadlines requiredExperience in working in an international environment, respecting different cultures and nationalitiesComputer software skills in all basic Microsoft word programsConsiderable domestic and international travel may be requiredD. The assignment will be for a period of 12 months with a possibility of further extension, subject to performance review. It shall commence in January N 2013.
