JOB SUMMARY
TheN Program Business/DevelopmentManager oversees program design and overall quality in programming within CII.N N Responsibilities include the development, implementation and impact measurement ofN programs. TheN Program Business/Development Manager works with program staff in designing and implementing programs that support current organizational priorities and are in line with policies and standards developed by CAREa �s Program Quality and Impact Group. S/heN leads efforts in adopting a a �program approach,a t and making the shift from projects to programs.
TheN Program Business/Development Manager ensures that CII can demonstrate that its programs are achieving impact against agreed-upon indicators and that the impact is being measured and reported. TheN Program Business/Development ManagerN monitors programs on a regular basis, providing feedback, support, guidance and advice, as required. S/he facilitates technical assistance to programs/projects as needed, as well as arranges for training to enhance program quality and learning.
In addition, TheN Program Business/Development Manager ensures knowledge-sharing and learning related to programming across the CII, with other COs, the CARE International Members, and partners and with other stakeholders. S/heN liaises closely with other parts of CARE, and stays informed of programmatic developments within the country and around the world.
TheN Program Business/Development Manager is a key member of the Country Office Senior Management Team and as such is responsible for leading and supporting CII initiatives. S/He is responsible for relationship building and maintaining good working relationships with host Government officials, donors, CI Members, partners and other stakeholders.

RESPONSIBILITIES AND TASKS
Responsibility #1: Program Development Guided by the CII strategic plan, and inspired by donors and government priorities, identify new programming opportunities; research, monitor, and collaborate on funding opportunities with a range of donors (international, multi-laterals, private foundations)Develop and maintain proposal development tools and quality control system (including Go-No Go decision for new opportunities, pipeline tracking ports, updated profiles of partners and networks, updated CII capacity statement, updated database of consultant and resource persons/institutions)Ensure that proposal pipeline target is maintained at viable level. Work with program Managers to generate viable program pipeline in line with CO strategy and assist in identifying and securing funding for those programsEnsure quality and timely submission of concepts and proposals; ensure that program proposals are complying with the requirements imposed by GOI in MOUs.Provide support to the PO General in the contract negotiation with donorsProvide support to the PO General in maintaining effective communications with CI Members regarding program developmentEnsure that required appropriate project match is legitimately incorporated in the project designN Explore possibilities of program funding diversification, including approach by program or by sector, or new program implementation approaches (e.g., implementation through partners, market-based intervention delivery)Work closely with program operations and program support units (Admin/HR, GOI, Finance, CMS) to ensure proper coordination exists for efficient program developmentEnsure that updated mapping of donors are maintainedResponsibility #2:N Program QualityN
Oversee the development, implementation, monitoring, evaluation and learning of country office programs and projects, and ensure that they are in line with CO strategic plan and program strategy and with the CI Programming Principles.Ensure systems and staffs are in place to guarantee that CO programs/projects are designed and implemented based on sound analysis, address the underlying causes of poverty and achieve measurable positive impact on the poor and marginalized.Work with RPMs/PM and other staff to generate viable program pipeline in line with CO strategy and assist in identifying and securing funding for those programs.Ensure that disaster risk management is integrated into design of all programs.Ensure that GED issues are properly considered/integrated in the design of all programs/projects.Provide support to project implementation on effective project monitoring and evaluation system that allows accurate donors reporting and timely course corrections as necessary.Ensure that proper monitoring and evaluation systems are in place to demonstrate impact on UCP and that program lessons are being used to promote improved programming and learning.Ensure that monitoring and evaluation systems respond to needs of communities with whom we work as well as donors and government counterparts.Ensure mechanisms are in place to share knowledge and learning between projects and programs withinN the CO and with parties beyond the CO.Ensure that lessons learned are documented, disseminated and used to inform ongoing and future practices and program development.Responsibility #3: External Relations and Partnerships

Participate in the performance of SMT functions.N QUALIFICATIONSEducation/Training: Bachelor's Degree in related field; Mastera �s degree desired.Experience: Minimum 3years in senior management position in development field .Technical Skills:Program ManagementDemonstrated leadership and management skills in a complex operational setting.Extensive conceptual skills including development of program strategy.N Demonstrated experience in program design, implementation and evaluation.Demonstrated experience in writing clear, logical dan informative concepts and reports in English.Demonstrated experience with proposal development with range of international donors.N Knowledge and experience in developing project budgets and in donor compliance and reporting.Knowledge and experience in community participatory processes, MdanE, livelihood programs. People/Relationship ManagementDemonstrated leadership and interpersonal skills. Experience with performance management.Strong representation and negotiation skills.Demonstrated use of positive coping strategies in stressful environments.Demostrated cross cultural communication skills.Computer literate and able to work with various packages; Ms Excel, word, power point.Able to work under strenuous conditions and produce tangible results.Information/Knowledge ManagementAbility to establish a learning culture within the CO.
