Financial Literacy And You [FLY] Program Manager - Mercy Corps Jakarta

PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps has worked in Indonesia since 1999, addressing the root causes of poverty and improving the quality of life for urban and coastal communities affected not only by hazards and conflicts, but by on-going and entrenched barriers to economic development. Mercy Corps is currently implementing more than 15 programs across the country with an annual budget of over 4 million Euros. Mercy Corps Indonesia has its main office in Jakarta, with field offices in five provinces and a total of 147 personnel.


Mercy Corps Indonesia is launching a new financial literacy training initiative in support of factory workers in communities in the Jakarta area for six months, called the Financial Literacy and You (FLY) program. The design of the program will be community-driven and utilize positive deviance methodology. Factory workers will be engaged in the design of the financial literacy curriculum and delivery of the training to ensure that the program is tailored to meet the specific needs of the beneficiaries. Rigorous evaluation is necessary to connect financial literacy training to healthier household finances to increased focus at work.


GENERAL POSITION SUMMARY:
The Financial Literacy and You (FLY) Program Manager (PM) is responsible for all aspects of program implementation and programming quality for Mercy Corps Indonesiaa �s FLY Program. In this capacity, the FLY PM will ensure that program strategy and activities meet donor standards and requirements, continually evaluating program activities, suggesting modifications to the program strategy and preparing evidence-based reports for any suggested improvements. S/he will directly manage local program staff and will work closely with them to ensure timely, quality and coordinated implementation of activities. The position will also be responsible for donor management, including submission of narrative reports as required.


In addition to the FLY Program, the FLY PM will work on additional program and/or proposal development, as well as monitoring dan evaluation projects in other Mercy Corps Indonesia departments on an as needed basis.


ESSENTIAL JOB FUNCTIONS:

1. Nike FLY Program Management: Provides overall supervision for the implementation and integration of all program activities and provides overall direction to daily implementation plans. Directly supervise all national FLY program staff and ensure management structure is optimized for efficient and high-quality program implementation. Incorporates financial literacy best practices and lessons learned into the overall program design. Manages relationship with and roles of donor and external partners, including training implementation partner. Provides strategic guidance on any adaptive measures needed during the course of the program implementation. Directs all MdanE and reporting processes.


2. Other Program/Proposal Development, Reporting and MdanE Functions: On an as needed basis, supports the development, writing and coordination of proposals in development; additional program narrative reports; and evaluation deliverables.

SUPERVISORY RESPONSIBILITY: Program Team.


REPORTS DIRECTLY TO: Director of Programs.

WORKS DIRECTLY WITH: Director of Programs, other Program Managers, Finance and Compliance Director, Senior Administration Manager.


KNOWLEDGE AND EXPERIENCE:
MA/S or equivalent in management, international development or other relevant field.4 years of experience designing and implementing development programs; Experience in financial literacy, factory worker or behavioral change programming preferred.Strong understanding and experience with donor policy; Experience with corporate donors preferred.Experience with qualitative and quantitative evaluation processes.Demonstrated success managing budgets and personnel.Excellent relationship management and public speaking skills.Excellent report writing skills.Excellent computer skills, including all Microsoft applications.Fluency in written and spoken English required.Experience in community mobilization, community participatory processes and/or positive deviance methodology preferred.Experience in Asia, specifically Indonesia, highly desired.
SUCCESS FACTORS:
The successful FLY PM will be a self-starter with a passion for humanitarian development, as well as local staff and partner capacity building. S/he will enjoy managing project activities, supervising staff and coordinating with a variety of partners/stakeholders. As this position requires ongoing project development to complement existing projects, the successful FLY PM will have an outstanding ability to develop, implement and manage innovative programs within the current and future structure and strategy of Mercy Corps Indonesia operations. Excellent negotiation and communications skills for successful donor management are required. The most successful Mercy Corps staff members make effective communication a priority in all situations and maintain a sense of humor.

Staff are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
