CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and micro-credit.

CARE Indonesia N in Palangka Raya (Kapuas) N is currently recruiting the following position for its project:

JOB SUMMARY
KFCP livelihood program aims at increasing farmera �s skills and know-how in innovative production techniques and product processing/marketing while reducing GHG emission. Important components of the program focus on promoting of improved practices in rubber farming, and non-timber forest production that will impact directly to the communitya �s income.

The Program Officer Livelihood is the point person for all livelihood development in his/her assigned areas of operations. He/she will work closely with the Community Engagement Team to make sure that the strategies, approaches and methodologies are locally appropriate and will integrate with the community or village planning. They will together with Community Engagement Team to create proper consultation and or training management in line with gender and social safeguard (including FPIC) standard. It is the responsibility of the Project Officer Livelihood to ensure effective planning and implementation of livelihood development in each villages as well as accuracy and timely submission of all reports to Livelihood Unit Manager and Livelihood Manager. The scope of work of livelihood development will include: 621 designing and conductN the training of trainer, farmer field school, farmer study, technical community meeting, plan community meeting, field day, and local community organizer (LCO or cadre) workshops;N 622 conductN the four level evaluations for all livelihood training/activities, included : participant respond evaluation, learning process evaluation, behavior changing evaluation and field impact evaluation; 623actively involved in the internal regular coordination meeting which will be held in each village/unit settlement.

TheProgram Officer Livelihood will report to Livelihood Unit Manager.She/he will be based in the Kapuas and village/unit settlement-level as point of work.
RESPONSIBILITIES AND TASKSN Livelihood developmentWork with Livelihood Manager and Livelihood Unit Manager to design training of trainer, and conduct LCOa �s training accordingly.Mainstream, monitor and evaluate the gender and social safeguard (including FPIC) in livelihood development.Open a wide opportunity to everyone in the villages/unit settlements to actively engage in livelihood activities with attention to the marginal groups.Together with other unit in KFCP, to conduct FFS related to the implementation of REDD .Facilitate LCO to design and conduct farmer studies to support sustainable livelihood in the field.Facilitate the development of community network and organization which will lead to sustainable livelihoods.Conduct community technical meeting, community planning meeting, field day, and other community-based networking activities.Work with Livelihood Unit manager and LCO to develop the Private Sector Partnership, to ensure collective marketing for rubbers and other agriculture product implemented.Facilitate the community-based marketing strategies.Work with Livelihood Manager and Livelihood Unit Manager to ensure lessons learned are incorporated into the implementation methodologies and guidelines, particularly in livelihood development.Attend meeting, training and to develop relevant knowledge, techniques and skills.Perform additional assignments that will contribute to the basic function as required.CoordinationMonitor and support the coordination, design and facilitation of integrated livelihood development, and assess its impact to other KFCP activities in the village/unit settlement-level.Actively involved in the KFCP regular coordination meeting in each village/unit settlement, and promote the integration of livelihood development into community/village planning.Promote an intensive communication with interest groups, tradition, and village management unit (TPK/TP).Government RelationsTogether with Community Engagement Team, ensure a strong linkage between village/unit settlement-level governmentand communities in all KFCP field activities.Promote an intensive communication with village government.MdanE and AdministrationPrepare project-based reports to KFCP Coordinator on a regular basis.Prepare administration-based reports to Livelihood Manager and CARE Program Manager on a regular basis.N Implement monitoring and evaluation system under livelihood program.Conduct problem solving and troubleshooting of issues as they arise.N SUPERVISES
None (directly), but Program Officer Livelihood will work together with Local Community Organizers (Cadre), as partnership in the field, especially in livelihood output performance and reporting.N

QUALIFICATIONSWork experience:Experience in the development, implementation, and evaluation of a community-based project andN livelihood development programs.Experience in one or several key qualifications as:Non Formal Education (capacity building, adult education principles, horizontal-communication, and community empowerment).Post harvest processing, particularly for market-oriented and subsistence commoditiesTraditional practices, related with adat and other cultural arrangements link with livelihoods, tenurial aspect and traditional zoning management, patrimony system, and traditional landscape approaches (Dayak agroforestry, such as jungle rubber, mix-plantation, etc.).Micro-finance.Community Media, organization and networkingExperience in the development, implementation, and evaluation oftraining of trainer for LCO.Experience in the development, implementation, and evaluation of farmer field school and farmer study process.Experience with the integration of bottom-up and top-down planning processes.Ability to develop and maintain effective and frequent communication which is critical for keeping the project moving, identifying potential problems, soliciting suggestions to improve project performance.Education (Knowladges)Non Formal Eduatioan (Pendidikan Luar Sekolah) (S2 is desirable)TPG (Teknologi Pangan serta gizi, dan/atau Pengelolaan pasca panen)(S2 is desirable)Anthropology (mastering the Dayak Ngaju culture is desirable) (S2 is desirable)Micro-finance management (S2 is desirable)Computer and language skills:Fully computer literate.Englishspokenand written is desirable.
